Mohammad Nizar, a PAS assemblyman, was to be sworn in at the Istana Iskandariah in Kuala Kangsar at 4pm today.

Penang CM slams PM, denies stoking racial tension

March 13 (MalaysiaKini) -- Penang Chief Minister Lim Guan Eng has vehemently refuted Prime Minister Abdullah Ahmad Badawi’s claim that he was stoking racial tension over the issue of dismantling the New Economy Policy (NEP) in the island state.

In a sign that could signal the start of a rocky relationship between the federal and the state governments, Lim has instead slammed Abdullah for seeking to provoke racial tensions with his allegations.

“I said we will have an open-tender system (in Penang). What’s the problem with that? Unless Abdullah doesn’t like open tenders but corruption, cronyism and inefficiency.

“I don’t understand what has it (abolishing the NEP) got to do with marginalising the Malay or the Indian community. I think he is not right, (he’s) going on the wrong facts and trying to provoke (racial) sentiment,” Lim told a press conference after witnessing the swearing-in of 10 of his state excos at the Dewan Sri Pinang today.

Party rejects Koh’s offer to resign

March 11(New Straits Times) -- KUALA LUMPUR: Acting Gerakan president Tan Sri Dr Koh Tsu Koon said last Saturday’s election results were a lesson for the Gerakan and the Barisan Nasional.

“I humbly accept the results and will analyse the party’s strengths and weaknesses. We will do some soul searching and decide what to do next.”

Koh said he took responsibility for the party’s defeat.

“As mentioned before, I will offer my resignation to the central committee,” he said yesterday before attending the party’s central committee meeting here.

However, he said the final decision will be with the central committee.
On positions in the cabinet, Koh said they will not be making any demands and will accept whatever Prime Minster Datuk Seri Abdullah Ahmad Badawi offered them.

At 10.30pm, party secretary-general Datuk Seri Chia Kwang Chye said the central committee had voted unanimously to reject Koh’s offer to resign.

He said no one person should take the blame for what happened, adding that a closed-door meeting of all the leaders in the party would be held later to decide on the next course of action to strengthen the party.

Malaysia's new Penang chief asks for Petronas cash

PENANG, Malaysia (Reuters) - Malaysia's opposition-held state of Penang will lobby the prime minister to use cash from state oil firm Petronas to fund a new $940 million bridge project, Penang's new chief minister said on Tuesday.

Lim Guan Eng, whose Democratic Action Party won control of the industrial-heartland state at weekend general elections, said in a statement he would be seeking a meeting with with Prime Minister Abdullah Ahmad Badawi on the matter.

"I shall be seeking an appointment to meet with the prime minister...on listening to and addressing the needs of the people of Penang expressed in the general elections on 8 March such as using Petronas proceeds to fully fund the construction cost of the federal government's second Penang bridge project," he said.

DAP to review $11b project in Penang

THE opposition Democratic Action Party (DAP) will review plans for a US$8 billion (S$11 billion) real estate development project in the northern industrial hub of Penang, a party official said yesterday.

It is the first major project the opposition wants to review after winning five of the country's 13 states in an election upset at the weekend, and the project has close links to the federal ruling coalition.

The project's major backer is a company partly owned by businessman Patrick Lim, a friend of Prime Minister Abdullah Badawi's son.

The Chinese-dominated DAP is forming the state government after the ruling Barisan Nasional (BN) coalition lost the state in an election upset at the weekend.

'Once the DAP state government is sworn in, Penang Global City Centre will be reviewed,' the party's state treasurer, Mr Phee Boon Poh, told Reuters.

'It will definitely be reviewed because it was not included in Penang's development structure plan.'

The Penang Global City Centre forms part of a US$51.2 billion plan unveiled last July by Datuk Seri Abdullah to turn Malaysia's mainly rural north into a logistics, food-processing and tourism powerhouse by 2025.

Malaysian property developer Equine Capital, valued at just US$87 million, owns 25 per cent of Abad Naluri, the unlisted company behind the government project. Plans include luxury homes, shopping malls, parks and a convention centre.

In January, Malaysian media reported the government had asked the developers to revise their plans, which could delay the project, following widespread protests from residents.

The revisions sought included such measures as scaling down its density, complying with affordable housing norms and leaving hilly land untouched.

Opposition keen to dump BN policies

New opposition Selangor govt free to end New Economic Policy

By Reme Ahmad, THE STRAITS TIMES

MALAYSIA'S three-party opposition coalition that is forming the state government in Selangor has raised eyebrows for declaring that it will scrap the affirmative action policy favouring Malays.

The trio - Parti Keadilan Rakyat (PKR), Democratic Action Party (DAP) and Parti Islam SeMalaysia (PAS) - secured control of Malaysia's most industrialised state in Saturday's polls.

Yesterday, PKR secretary-general and Menteri Besar-designate Abdul Khalid Ibrahim, when asked if the New Economic Policy (NEP) would be dropped, said: 'That will be the standard. The NEP is not part of the Constitution. All three of us are of the same mindset.'

The NEP was launched in 1970 after the bloody 1969 race riots in Malaysia to placate unhappiness that Malays were being left behind economically. It aims to uplift them and other bumiputeras with preferential quotas for university places, jobs and housing.

But Malaysia's Chinese and Indian communities have complained bitterly against the discriminatory policy. Malays, too, have lamented that the NEP as practised today only enriches those with political connections as they get big government contracts without proper tenders.

Among the politically connected, the phrase 'go for direct nego' is bandied about, short for direct negotiations for tenders, instead of going for a transparent process.

Tan Sri Khalid was echoing what the de facto leader of PKR, Datuk Seri Anwar Ibrahim, had said about dismantling the NEP in its present form.

Datuk Seri Anwar had declared that he wanted to introduce a new economic strategy to help the poor of all races, though details of such a plan had never been issued.

Analysts yesterday said that whether in Selangor or other states captured by the loose opposition alliance such as Penang, Perak or Kedah, state governments have the full right to drop the NEP.

This is because the policy is merely a platform to help the bumiputeras catch up economically and socially with other races, but is not part of the Constitution.

Article 153 of the Constitution grants the Malaysian king the responsibility for safeguarding the rights and privileges of the bumiputeras, but the NEP is not part of it, said constitutional lawyer Professor Shad Faruqi.

'The NEP is grounded in Article 153, but there is no mention of such a thing in the Constitution. It needs no constitutional amendment to change it,' he told The Straits Times.

But whether such a move would be politically acceptable to the Malays is the big question.

'They, the coalition in Selangor, are now the state government, and they have the right to do it. But if they don't do it right, they might be thrown out the next time,' said Datuk Ruhanie Ahmad, a former senior MP who was involved in discussions on the NEP under the National Economic Consultative Council.

'Of course the Malays will turn it into a racial issue. It needs to be explained to them what are the advantages for them.'

It is also likely to be exploited by the Malay-based Umno as a sign of the opposition's betrayal of the race, said other analysts.

Under Malaysian law, state governments have the final decision on land and religious issues, and on such things as opening up tenders for local town councils to every race or issuing trade licences regardless of race quotas.

Kelantan, the only other opposition-held state, has not had to confront the issue of continuing with the NEP in its state contracts because it has an overwhelmingly Malay population at 90 per cent.

The planned move by Selangor would not be the first time that Malaysia is taking steps to remove the NEP, but it might be the most radical.

Former prime minister Mahathir Mohamad received a lot of flak several years ago when he introduced a limited form of meritocracy for places in public universities.

Under the system, bumiputeras using the equivalent A-level results to apply for a place would compete directly with non-Malays. But bumiputeras could also enter by an easier route - through matriculation schools.

Despite grumbling, the policy has continued to this day.

BN loses over half of votes in peninsular Malaysia

March 11(New Straits Times) -- BN loses over half of votes in peninsular Malaysia

BARISAN NASIONAL'S (BN) losses could not have looked sadder: Five states lost to the opposition - up from one in 2004 - and a staggering 28 per cent drop in the number of parliamentary seats held, from 198 to 140.

But it does get worse.

A tally of the actual votes cast for the ruling coalition shows that though it had seized 63 per cent of the 222 parliamentary seats, it had won barely half the 7.9 million votes cast on Saturday - 51 per cent.

The only thing that helped BN inch past the halfway mark was the votes from Sabah and Sarawak. The high proportion of non-Malay bumiputeras there make for BN strongholds, which is why the coalition managed to win all but two of the 57 seats there with 61.5 per cent of the votes.

Political parties in East Malaysia are notorious for changing sides, though BN support has been consistently high since the mid-1990s.

When these two states are taken out of the equation, BN's share of total votes on the peninsular drops below the halfway mark to 49 per cent - the worst since 1969.

This means that more than half of the citizens on Peninsular Malaysia voted against the government, a fact that could cast doubts on BN's legitimacy to lead the country.

'As far as the parliamentary results are concerned, the ruling coalition should have done even more badly than what they achieved,' said political science professor Mohammad Agus Yusoff from the National University of Malaysia.

Opposition groups have long blamed gerrymandering for discrepancies between popular vote and seats, claiming that polling districts favour the government.

In 2004, BN secured 91 per cent of the 219 parliamentary seats with only 63 per cent of the popular vote.

Still, BN cannot hide from the stark truth that it has lost much support from Chinese and Indian voters disenchanted with what they saw as an unrelenting series of actions discriminating against religious minorities.

Figures by independent analysts indicate a huge swing of votes among these two communities, which make up about one-third of the 27 million strong population.

An estimated 35 per cent of Chinese voted for BN on Saturday, a dramatic drop of 30 percentage points from the high of 65 per cent in 2004.

The drop for Indian voters was even larger: it dropped 35 percentage points from 82 per cent in 2004 to 47 per cent this year.

The sharp drop is reflected in the loss of 30 seats by BN's Chinese and Indian partners - the Malaysian Chinese Association, Gerakan and Malaysian Indian Congress.

The tally of seats held by Malay, Chinese or Indian BN MPs tells a similar story, especially when discounting the East Malaysia effect.

In 2004, 42 of BN's seats were held by Chinese MPs, and 10 by Indians on the peninsular. It plummeted to 17 and three last weekend respectively - a loss of 25 Chinese and seven Indian MPs.

In contrast, the DAP and PKR managed to put 16 more Chinese and 11 more Indians into Parliament.

Not that the BN managed to successfully retain its traditional support from Malay voters. It not only lost some of the Malay vote - 63 to 58 per cent - but also lost 28 Malay MPs on the peninsular.

The coalition also appeared to perform poorly in urban areas, which tend to be hit hardest by rising crime and inflation. In the financial capital of Kuala Lumpur, BN got just 38 per cent of all votes cast - its lowest and even less than in the five states it lost.

'There is great disfavour in the urban population that we can see in the popular vote, which is more reflective of public sentiment,' said director of the Centre for Public Policy Studies think-tank Tricia Yeoh.

At the Crossroads - Malaysia

Monday, March 10, 2008

March 10 (Paul Choo) -- December 2006, Harussani Zakaria, Mufti of Perak, gave a short view of Malaysia economy (Start from 16:47 mins). He said "Who's having rich economy in this country? The Indian and The Chinese. They bullies the Malays, that we know... that i know."

How can he speak behalf of Malaysian-Malay that Indian and Chinese are bullying? As far as i know we live in a multi-racial country shouldn't him address us as part of Malaysian that with better income instead of 'Kaki Bully'?

Even if Indian and Chinese are richer in economy statistic, is that mean indian and chinese shouldn't improve themselves? Instead of improving we should fall backward and wait for portion of Malays that dropped behind even so Malays still the only race with 'Special Rights' in Malaysia?

In my point of views, there were lots of Malay that richer then other races. Just that Malays population are Huge! When we do a statistic run on larger crowd and compare it with smaller crowd... it doesn't really work that way... Anyway, it still up to individual to decide how they wanted to view it. Every different angle of view have different opinions.

Since Merdeka, Malaysia is a Multi-Racial country let's keep it pure with no bias mindset.

Tsu Koon offers to quit as Gerakan chief

(GE12) Anwar’s Letter to Malaysia

March 9 (ElizabethWong),

Fellow Malaysians,

Assalamualaikum and warmest greetings,

The moment of truth is upon us. The 8th of March 2008 is the pivotal moment of our time - when the people of Malaysia have a choice between changing to a better, more wholesome Malaysia; or continuing to be trapped and shackled by 50 years of a chequered independence.

From day one on nomination day itself, fraud upon fraud has been the hallmark of Umno-BN, through their ever-willing puppet, the EC. The introduction of stamp duties, followed by its abrupt abolition; uneven campaigns and gangster-like threats towards opposition candidates; the EC’s admission that there are apparent 8, 666 votes above 100 years of age; un-secret postal votes; and most shockingly - the abolition of the use of indelible ink on the grounds of ‘public safety’... Evidence of BN Sending Phantom Voters to Kelantan?

March 9 (TeresaKok) -- As usual all parties will try to draw voters to them but what BN trying to prove...?

Today is the last day of the election campaign. I did my level best in my walkabouts campaign in a few areas in the Seputeh and Kinrara constituencies - as we near the final hours of the campaign period.

At about 4pm, when I was resting at my Kinrara office, I was informed by a journalist that it is suspected that BN is sending “phantom” voters to go back to vote in Kelantan. That they were gathered at the car park opposite the Hockey Stadium at Bukit Jalil. I then went there with my assistant and a foreign journalism student.

I was really surprised to see all the tents that has been set up by Barisan Nasional at the car park there. There was a card with the name of a Parliamentary constituency placed on top of each tent, like Pasir Puteh, Kubang Kerian, Pengkalan Chepa etc. There are blue uniformed workers in each tent, and most of them mainly Malays, qued up at each tent to
register. I met some reporters there and I told them that I suspected this is a phantom voters shifting exercise... (more)

Abdullah at Risk After Losing Malaysian Supermajority (Update4)

By Angus Whitley and Stephanie Phang

March 9 (Bloomberg) -- Prime Minister Abdullah Ahmad Badawi's hold on power in Malaysia is in doubt after the best performance in 50 years by an opposition that wants to scrap legalized preferences for the ethnic Malay majority, help the poor and battle corruption.

While the National Front ruling coalition kept control of the government after yesterday's election, it lost the two- thirds majority it has enjoyed in parliament -- a free hand that has helped it to consolidate power. Opposition parties led by a new multiracial party promising to fight poverty and graft won support from ethnic Indians and Chinese, as well as Malays.

``You can't lead a coalition that loses this badly and stay in power,'' said Ooi Kee Beng, an analyst at Singapore's Institute of Southeast Asian Studies. ``He should resign. The coalition is in crisis because it can no longer claim it represents all the races.'' ... (more)

Malaysian politics turned upside down

By Mark Bendeich

KUALA LUMPUR (Reuters) - Malaysians awoke on Sunday to a vastly altered political landscape after voters suddenly and unexpectedly questioned five decades of political status quo and decided it was time for a change.

Malaysians from across the country's deep racial divide deserted the ruling coalition in droves at general elections, handing control of its north to Islamists and its industrial hub to leftists.

The result from Saturday's elections were still being counted on Sunday morning, but the protest vote looked to hand an unprecedented five state assemblies to the opposition and cut the coalition's majority in federal parliament to a record low... (more)
